The standard rules for hero progression in D&D—leveling—still exists. However, in Marvel Overpower, there are countless otherwise to adapt and progress heroes. Some of which will depend entirely on how a hero—or a team—decide to leave their mark on the world.
A vital aspect of every Marvel Overpower campaign is the “butterfly effect” concept. True to the source material, every action of a superhero is magnified, its effects rippling through the universe.
The idea of a “commander overlay” is inspired by X-COM and games of its nature. It acts as a meta game that gives players something to do in and out of game when they aren’t interacting directly with the campaign. This is a stronghold for the players, a social hub, a place to spend XP toward progression or research, identify threats, and much much more.
